Integer minor units
All money is integers in minor units. No floating-point drift, ever — the ledger that reconciles to the centavo is a design decision, not an aspiration.
Fund allocation at capture
Fee rules from the Government Pack split every payment across funds (judiciary development funds, special education funds, general fund) at the moment of capture — not in a year-end spreadsheet.
OR series integrity
Official-receipt numbers issue from monitored series with gap detection. A missing OR number is an alert, not a mystery.
Gateway adapters
Cards, mobile wallets, bank transfers, and regional payment rails plug in as adapters; over-the-counter cashiering is first-class for the counters that will exist for decades.
Reconciliation
Daily three-way reconciliation: system ledger, gateway settlement, and bank statement. Variances surface as work items with owners, not as footnotes.
Refunds & adjustments
Refunds, over-payments, and adjustments follow audited workflows with approval chains — the corrections are as traceable as the payments.
