Governments don't adopt monoliths. They adopt entry points.

Four parallel tracks converge on one spine. Any institution enters on its own track; Commons is always Stage 0. Every stage carries entry and exit criteria, a parallel-run rule — paper alongside ASTRAEA until the gate passes — and named owners on both sides.

Foundation comes first — on every deployment, no exceptions.

Before any track begins, Commons is stood up and the Government Pack is authored and validated. Nothing advances until the steering committee signs the rollout charter.

Stage 0 — Foundation — every deployment

6–10 weeks

Discovery workshops; Government Pack v1 authored and validated; Commons stood up (identity, audit, documents, treasury rail, Public portal shell); data-migration inventory; digitization assessment; champions roster; steering cadence established.

Gate

Pack passes validation; steering committee signs the rollout charter.

Any institution enters on its own track.

Each track has a distinct entry point and a stage-gated path. The stages below render as a timeline: nothing advances to the next number until the gate on the current stage passes.

Track J — Justice

Entry point: a pilot court, a prosecution office, or a whole judiciary.

  1. J1 · Pilot court

Core courts functions + backfile digitization + physical-file (rollo) tracking in one pilot court, paper running in parallel. Gate: 30 consecutive days of 100% in-system docketing; parity audit against the paper record.

  2. J2 · E-filing + fees & cashiering

Counsel e-filing with credential validation; Rule-class fee assessment and cashiering on the Treasury Rail. Gate: ≥60% e-filing share; 14 days of zero-variance reconciliation.

  3. J3 · Public portal + paid documents

Public case search and per-page document sales with caps; sealed classes excluded at the query layer. Gate: Sealed-record invisibility audit passes; document revenue reconciles.

  4. J4 · Criminal + warrants + Registry

Criminal docketing, warrant lifecycle synced with enforcement, registries projecting from dispositions, clearance issuance. Gate: Warrant receipt-service-return cycle fully in-system; clearance issuance live.

  5. J5 · Cross-agency Exchange

Prosecutor and Enforcement live on Exchange: referrals, charges, dispositions as typed messages. Gate: 30 days, zero orphaned messages.

  6. J6 · Custody & supervision

Commitment intake, sentence computation, release processing; probation/parole caseloads. Gate: 100-sample release-date computation audit, zero material variance.

  7. J7 · Specialty divisions + Borders

Family, probate, property, immigration review divisions; Borders operations with court-synced travel controls. Gate: Each division passes its own docketing parity audit.

Track C — Civic

Entry point: a city hall or provincial capitol.

  1. C1 · Permits one-stop + Treasury + portal

Top-10 permit types on configurable workflows; Treasury Rail; citizen portal for application and tracking. Gate: Median cycle time beats statutory SLA; 30 days of QR-verified issuance.

  2. C2 · Local revenue

Real-property and business tax: rolls migrated, billing, delinquency, collections. Gate: Assessment-roll migration reconciled; collections zero-variance for one full cycle.

  3. C3 · Civil registry + certified copies

Registration workflows, paid QR-verified copies, court-decree annotation flow via Exchange. Gate: Registrar certification; annotation flow live from the courts.

  4. C4 · Ordinances + code enforcement + zoning

Council on the Legislative Engine; violations and zoning riding the codified ordinances. Gate: One ordinance passed and codified end-to-end in-system.

  5. C5 · 311 + assets & works

Service requests with SLA tracking; asset registry and works projects linked to procurement. Gate: Department routing live with satisfaction capture.

Track L — Legislative

Entry point: any chamber — council, state legislature, or national parliament.

  1. L1 · Bill tracking + committees + public tracker

Bill lifecycle, committee referral and hearings, the public bill tracker. Gate: One full session's bills managed in-system.

  2. L2 · Sessions: agendas, quorum, voting, journals

Orders of business, quorum tracking, roll-call/electronic voting, generated journals. Gate: Parallel-run journal parity for 10 session days.

  3. L3 · Enrollment → gazette → codification

Enrollment workflow, gazette interop, point-in-time statute register. Gate: Statute register passes a point-in-time retrieval audit.

  4. L4 · Oversight + constituent relations

Inquiries, question hour, subpoena interop; member-office casework via Exchange. Gate: First inquiry cycle tracked end-to-end.

Track E — Executive

Entry point: one ministry, one governor's office, or the office of the head of state.

  1. E1 · Records/DTS + Issuances

Correspondence tracking replaces paper routing; issuance lifecycle with gazette publication. Gate: One agency's paper routing fully replaced; issuance-to-gazette flow live.

  2. E2 · Procurement

Plans, tenders, bids, evaluation with attestations, awards, contract milestones. Gate: One tender cycle end-to-end on the audit spine.

  3. E3 · Budget

Preparation cycle, appropriations interop with the Legislature, execution ledgers. Gate: One budget cycle linked law-to-ledger.

  4. E4 · Rulemaking + FOI + Civil Service HR

Comment-period rulemaking, FOI clocks, plantilla and personnel records. Gate: First rule finalized with a public comment docket; FOI compliance ≥ statutory floor.

Gates aren't ceremony. Each one guards something specific.

A stage does not advance until its gate passes. These are the guarantees the parallel-run doctrine is there to prove before paper is retired.

Docketing parity
30 consecutive days of 100% in-system docketing, audited against the paper record, before a pilot court leaves parallel run.
Zero-variance reconciliation
Fees, cashiering, and local revenue must reconcile with zero variance across a full cycle before the Treasury Rail carries live money.
Sealed-record invisibility
Public portals only open once a sealed-record invisibility audit passes — sealed classes are excluded at the query layer, not the UI.
No orphaned messages
Cross-agency Exchange goes live only after 30 days of referrals, charges, and dispositions flow as typed messages with zero orphans.
Release-date integrity
Custody and supervision advance on a 100-sample release-date computation audit with zero material variance.
Journal & statute fidelity
Session journals and the point-in-time statute register must pass parity and retrieval audits before they replace the official record.

Convergence — National Federation

Cohort replication in waves of 5–20 institutions on 6-week accelerated templates; Exchange federation across levels of government; Insight rollups to national leadership; the unified citizen account advertised nationally. Steady state: managed SLA operations, quarterly pack updates tracking legal amendments, annual security audit, and digitization until the backfile reads zero.
