ASTRAEA GovOS — Platform Overview

The one-spine, four-constellation architecture: what runs where, and why the state needs exactly one of these.

The thesis

Government's operating system has been paper for five centuries: files that move by hand, registers that agree with each other only by luck, and authority proven by signatures anyone can forge. ASTRAEA GovOS replaces that layer wholesale — one platform for the entire machinery of a state, every branch, every level.

Four constellations — Justice, Civic, Legislative, Executive — run on one shared spine, ASTRAEA Commons: identity, hash-chained audit, documents, treasury, interoperability, the citizen portal, analytics, and Government Packs. The pitch in a sentence: one government, one system.

The spine (Commons)

Identity Fabric: role/agency/branch-scoped RBAC, mandatory 2FA for officials, PKI signatures, citizen accounts, delegation handling.

Audit Spine: append-only hash-chained event log with per-entity chains, daily checkpoints, and optional OpenTimestamps anchoring to Bitcoin — vendor-free tamper evidence.

Document Engine: SHA-256 at ingest, versioning, stamping, redaction, certified copies, QR verification at /verify.

Treasury Rail: integer minor units, fund splits at capture, OR series integrity, gateway adapters, zero-variance reconciliation.

ASTRAEA Exchange: typed interagency messages with at-least-once delivery, receipts, idempotency, legacy gateways, and local↔national federation.

ASTRAEA Public: one citizen account for courts, permits, taxes, registries, bills, gazette, FOI. ASTRAEA Insight: whole-of-government analytics with public dashboards.

The constellations

Justice: courts of every division with verifiable raffle and deadline engines; prosecution; police records with chain of custody; corrections with pack-driven sentence math; immigration with court-synced travel controls; event-sourced registries with human-adjudicated identity.

Civic: the permits one-stop shop with SLA clocks; zoning; code enforcement; property and business tax on the Treasury Rail; civil registry with court-decree annotations; 311; assets and works.

Legislative: one engine from city council to bicameral congress — drafting with redlines, committees, quorum and roll-call voting, journals, enrollment, gazette, and a point-in-time statute register.

Executive: issuances with PKI signing and gazette publication; Federal-Register-model rulemaking; the directive cascade with live rollups; budget from appropriation to disbursement; procurement on the audit spine; civil-service records; DTS correspondence tracking; FOI with statutory clocks.

Government Packs

Every deployment's laws, fees, clocks, taxonomies, chamber rules, procurement thresholds, languages, and paper sizes load as versioned data — not code. The reference pack-ph carries the full depth of a real legal system; pack-meridia powers the fictional demo.

Effective-dating means legal amendments become pack versions: the system applies the rules in force on the date that matters, the same way the statute register serves the law as it stood on any date.

Deployment & posture

Managed sovereign cloud, on-premise, or air-gapped. Data residency contractual; keys in government custody where required; OWASP ASVS L2+ target; independent-audit readiness assumed from day one.

This document describes platform capabilities and reference architecture. It claims no existing customers or deployments; all scenarios in ASTRAEA materials are illustrative.
