The Rollout Methodology — Four Tracks, One Spine
Track-based adoption with stage gates, parallel-run doctrine, and the convergence path to national federation.
Doctrine
Governments don't adopt monoliths; they adopt entry points. ASTRAEA rolls out on four parallel tracks — Justice (J), Civic (C), Legislative (L), Executive (E) — that converge on one spine. Any institution enters on its own track.
Three rules hold everywhere. First, Stage 0 (Foundation) precedes everything: pack authoring, Commons stand-up, migration inventory, steering cadence — six to ten weeks. Second, parallel-run: paper continues alongside ASTRAEA until the stage gate passes; no institution burns its boats on a vendor's word. Third, gates are objective: parity audits, zero-variance reconciliations, invisibility audits, computation samples — with named owners on both sides.
Track J — Justice
J1 pilot court (gate: 30 consecutive days of 100% in-system docketing, parity audit) → J2 e-filing + fees (≥60% e-filing, 14 days zero-variance) → J3 public portal + paid documents (sealed-record invisibility audit) → J4 criminal + warrants + registry → J5 cross-agency Exchange with prosecution and police (30 days, zero orphaned messages) → J6 custody & supervision (100-sample release-date audit, zero material variance) → J7 specialty divisions + Borders.
Track C — Civic
C1 permits one-stop + Treasury + portal (gate: median cycle time beats statutory SLA; 30 days of QR-verified issuance) → C2 local revenue (roll migration reconciled; one zero-variance cycle) → C3 civil registry + certified copies (registrar certification; court-decree annotation live) → C4 ordinances + code enforcement + zoning (one ordinance codified end-to-end) → C5 311 + assets/works.
Tracks L & E
L1 bill tracking + committees + public tracker (one full session in-system) → L2 sessions with quorum, voting, journals (10-session-day journal parity) → L3 enrollment→gazette→codification (point-in-time retrieval audit) → L4 oversight + constituent relations.
E1 records/DTS + issuances (one agency's paper routing fully replaced; issuance-to-gazette live) → E2 procurement (one tender cycle on the audit spine) → E3 budget + appropriations interop → E4 rulemaking + FOI + civil-service HR.
Convergence & steady state
Cohort replication in waves of 5–20 institutions on 6-week accelerated templates; Exchange federation across levels; Insight to national leadership; the unified citizen account advertised nationally.
Steady state: managed SLA operations, quarterly pack updates tracking legal amendments, annual security audit, and digitization until the backfile reads zero. Cross-cutting throughout: change management with executive sponsors and floor-walkers, helpdesk from Stage 0, training academies per track, and a public-communications kit per stage — governments need wins they can announce.
